Add Capacitor Android project and native Tiptoi plugin

Checked-in android/ Capacitor project plus the native TiptoiPlugin
(Kotlin): SAF directory picker for the pen, listing/copying/deleting
.gme files on the pen, and downloading GME/cover files into
app-private storage.
